Driving to Mozambique this December: the insurance you need at the border, and what your South African policy may not do
Mozambique third party insurance is compulsory for every South African car that crosses the border, and it’s only half of the insurance picture. The other half is your own car policy, which may or may not follow you into Mozambique. Here’s what to sort out before you join the December queue.
Mozambique third party insurance is compulsory
Every foreign vehicle driven in Mozambique needs Mozambican third-party liability insurance, and the UK government’s travel advice puts it plainly:
“You are legally required [to] have third-party insurance, which you can buy at most land borders.”UK Foreign, Commonwealth & Development Office, Mozambique travel advice
The UN World Food Programme’s logistics assessment of the Ressano Garcia crossing, the Mozambican side of Lebombo on the N4 from Gauteng, gives more detail. It lists a compulsory third-party liability certificate, valid for 30 days from the date issued and obtainable at the border, needed per vehicle and per towed trailer or boat (Logistics Cluster (accessed 2026)). If you’re staying longer than 30 days, find out before you go how to renew it. Lebombo is also one of the busiest land ports during the festive season, according to the Border Management Authority (BMA (2025)), so allow extra time at the border in December.
Third-party cover pays for injury to other people or damage to their property that you cause. It usually doesn’t cover your own car, which is where your South African policy comes in.
Does your South African car insurance cover you in Mozambique?
It depends on your policy’s territorial limits, which decide whether damage to or theft of your car is covered across the border. Some South African motor policies extend to certain neighbouring countries, sometimes only for a set number of days or with extra conditions; others don’t. Don’t rely on what applied on a previous trip, because wording can change at renewal.
The fine print matters more than most drivers expect. The National Financial Ombud Scheme reported that around 40% of its non-life complaints in the 2023 financial year came from motor insurance, mostly accident claims declined because of a policy exclusion (NFO (2023)). Before you travel, ask your insurer or broker:
- Does my policy cover my car in Mozambique, and for how many days in a row?
- Are theft and hijacking covered there on the same terms as at home?
- Does the cover include the trailer, caravan or boat I’m towing?
- Is roadside assistance or towing available in Mozambique, and how would a damaged car be brought home?
- Is my liability to other people covered there, or only by the Mozambican certificate?
- Do I need a letter confirming cover, for the border or for the trip?
Ask for the answers in writing and keep them with your schedule; our guide to comparing insurance policies shows where territorial limits usually sit in a wording. If you’re towing, our caravan and trailer guide and watercraft guide cover the questions specific to those, and our third-party vs comprehensive guide explains what each level of cover does at home. One more gap opens the moment you cross the border.
The Road Accident Fund stops at the border
At home, claims for injuries to other people in a crash mostly go to the Road Accident Fund; in Mozambique they don’t. The Road Accident Fund Act covers injury or death caused by the driving of a motor vehicle “at any place within the Republic” (Road Accident Fund Act, s17 (1996)). That’s one reason Mozambique insists on its own third-party cover.
Your medical aid or travel insurance, rather than motor cover, usually deals with your own family’s medical costs after a crash abroad. With the insurance sorted, the rest is paperwork.
What you need to enter Mozambique with your car
You’ll need your travel documents, your vehicle papers, the Mozambican third-party certificate and a temporary import permit completed at the border, plus the safety equipment Mozambican police check for. Since 1 July 2026 there’s one new step on the South African side: travellers entering or leaving South Africa must submit an online traveller declaration with SARS before they travel (SARS (2026)). Every traveller must be covered, including children and infants, and a parent or guardian can submit for them (SARS FAQs (2026)).
| Item | Why | Source |
|---|---|---|
| SARS online traveller declaration | Required before leaving or entering South Africa | SARS |
| Mozambican third-party certificate | Compulsory; one per vehicle and per towed trailer or boat; 30 days | GOV.UK, Logistics Cluster |
| Temporary import permit | Compulsory for the vehicle, completed at the border | Logistics Cluster |
| Vehicle registration papers | Police may fine you without ownership documents | GOV.UK, Logistics Cluster |
| Two reflective triangles and two vests | On-the-spot fine if you can’t produce them | GOV.UK |
| Reflectors front and rear | For vehicles longer than 6 metres | Logistics Cluster |
The checklist below pulls it together.

On the road in Mozambique
Police checks are frequent, and missing documents or safety kit can mean an on-the-spot fine. The GOV.UK advice says traffic police may fine you if you can’t show your licence, ownership and insurance documents, or the two triangles and two vests, and suggests asking for a written fine you can pay at a police station if you’re fined for no clear reason (GOV.UK (2026)). It also warns that being found over three-quarters of England’s legal alcohol limit can lead to a fine and possible imprisonment, and drinking and driving is a common exclusion in motor policies too.
The same advice recommends driving outside major cities only in daylight, keeping to major roads and checking conditions first, because low-lying areas around major rivers flood regularly in the rainy season, which includes December. Fuel supplies can be unpredictable, so plan your stops.
If you are in an accident, gather details and photographs as you would at home; our step-by-step car claim guide covers what insurers usually ask for. Contact your insurer as soon as you can, even from abroad, and ask whether a different excess applies to claims outside South Africa.

Do I need separate third-party insurance for my trailer or boat?
The UN logistics assessment of the Ressano Garcia border lists the compulsory third-party certificate per vehicle and per towed trailer or boat. Plan for a certificate for each, and check your own policy covers the trailer or boat outside South Africa.
What safety equipment must I carry in Mozambique?
Carry two red reflective warning triangles and two reflective vests. The UK government’s advice says you can be fined on the spot if you can’t produce them.
What documents do I need to drive my car into Mozambique?
Commonly listed documents include your passport, driving licence, vehicle registration papers, a temporary import permit completed at the border, and the Mozambican third-party insurance certificate. If the car is financed, ask your lender what written permission it requires.
